With the healthcare reform in Washington, many changes have begun to occur. One of the biggest changes involves Medicare, more specifically Medicare Advantage.
The White House intends to pay for a huge chunk of the $900 billion reform bill with savings from government insurance plans for people 65 and over. Over $500 billion in Medicare savings is expected to come from eliminating subsidies to Medicare Advantage, a program that pays private companies to insure Medicare beneficiaries.
Medicare Advantage began in 1997 as Medicare+Choice. The program was supposed to reduce costs through competition among private insurance plans. That was the pitch by the insurance industry, who claimed that it could do a better job than the government by emphasizing preventative services thus stopping future illnesses in their tracks. In 2003, the Medicare Modernization Act, which featured creation of the Part D plan for prescription drugs, renamed the program Medicare Advantage and boosted federal spending to stabilize and expand the program.
The money from the Federal Government helped pave the way for lower premiums and co-pays for those enrolled into the Medicare Advantage plans. Free gym memberships as well as dental, vision and hearing services were also added to the list of perks that traditional Medicare beneficiaries were not entitled to. In the end a big portion of the subsides paid to the insurance companies went to their pockets. 12 billion extra dollars was spent on the Medicare Advantage plan holders, compared to what original Medicare would of cost the system. This was reported by the Medicare Payment Advisory Commission in June of 2009.
The Medicare Advantage subsides are reduced, not completely cut with the new Senate Finance Committee bill and the new House health reform bill. Many Medicare Advantage beneficiaries will have to begin to search for new heath coverage. As these subsides are cut, benefits will be reduced within the plans. About 10 million of the 40 million Medicare eligible are enrolled in the Medicare Advantage plans which included 1 million Florida residents.
